That Council resolve itself into closed session under the provisions of the Municipal Act, 2001, Section 239 (2) in order to discuss: Proposed Land Acquisition/Disposition

That the Regular Council and Committee of the Whole Agenda dated March 17, 2026 be adopted as printed.

That Committee of the Whole recommendations COW-2026-19 to COW-2026-21 be approved; and That the minutes of the Regular Council and Committee of the Whole meeting dated March 3, 2026 be adopted as printed.

That the minutes of the Special Meeting of Council dated March 10, 2026 be adopted as printed.

That Report COMP-2026-2 titled "2025 Drinking Water System Compliance and Performance Report" be received.

That Report COMP-2026-1 titled "2025 Wastewater Performance Report" be received.

That Report FIN-2026-04 titled “Council Remuneration" be received for information.

Report PLN-2026-15 titled “Request for Extension of Draft Plan Approval – 3004 Line 8 (D12-26-03)” be received; That Council grant a five (5) year extension to the draft approval of Plan of Subdivision S-07-01 conditional upon the applicant applying for and obtaining approval for a Redline Revision to reflect the existing boundaries of the subject property, such that Draft Plan Approval will lapse in the event that a final plan is not registered by March 18, 2031.

That Report DCAO-2026-02 titled "2022 – 2026 Council Strategic Priorities: Year 3 Status Update" be received for information.

That Council resolve into the Committee of the Whole.

That Report PLN-2026-5 titled “Bond Head Heritage Conservation District – Passing of By-law” be received; That the necessary by-law be presented to Council designating Bond Head as a Heritage Conservation District and adopting the District Plan and Guidelines for Bond Head .

That Report PLN-2026-13 entitled "Request for Subdivision Agreement and Hold Removal for FNB Developments Inc. – Subdivision File D12-22-10" be received for information; and, That the Mayor and Clerk be authorized to execute the Subdivision Agreement, once finalized; That Council enact a by-law to remove the Holding (H1) symbol for Blocks four (4) through fourteen (14) containing a total of seventy-two (72) townhouse units once the Subdivision Agreement has been executed.

That Report LEG-2026-2 titled "Procurement Considerations for Local Preference and Buying Canadian - Update" be received for information; and That Council endorse the proposed evaluation criteria stipulated by CFTA as outlined in this report, including the Canadian value-added definition; and That Council sets the legitimate objective to support a policy decision to protect Canadian jobs.

That the Committee of the Whole adjourn at 8:22 p.m.

That the Committee Minutes and Recommendations, items 17.1 to 17.4 inclusive, be received and approved.

That By-laws 2026-015 and 2026-016 be passed.

That By-law 2026-018 be passed.

That By-law 2026-017, a by-law to confirm proceedings of the Regular Council and Committee of the Whole meeting dated March 17, 2026 be enacted.

That the meeting is hereby adjourned at 8:33 p.m.
