That the Closed Session Agenda dated November 21, 2023 be adopted as printed.

That Council resolve itself into closed session under the provisions of the Municipal Act, 2001, Section 239 (2) in order to discuss: Identifiable Individuals - Organizational Review

That the Regular Council and Committee of the Whole Agenda dated November 21, 2023 be adopted as printed.

That Committee of the Whole recommendations COW-2023-76 to COW-2023-83, excluding COW-2023-80 and COW-2023-81 be approved; and That the minutes of the Regular Council and Committee of the Whole meeting dated November 7, 2023 be adopted as printed.

That Committee of the Whole recommendations COW-2023-80 and COW-2023-81 as amended be approved.

That the minutes of the Special Meeting of Council dated November 14, 2023 be adopted as printed.

That Correspondence Items 11.1 to and including 11.2 be received as information.

That Report FIN 2023-22 entitled "Section 357/358 Property Tax Write-offs" be received for information; and That the property taxes for the years 2021, 2022 and 2023 and applicable interest in the amount of $150,101.66 itemized in Report FIN-2023-22 be approved for write-off.

That Report BLD-2023-10 entitled “Building Permit Activity Report: July 1 – September 30, 2023” be received for information.

That Council resolve into the Committee of the Whole.

That Report FIN 2023 20 entitled "Delegation of Section 357(1)(d.1) Sickness or Extreme Poverty to the Assessment Review Board (ARB) By-Law" be received for information; and that Council approves this delegation.

That Report FIN 2023 19 entitled "Payment Handling Policy" be received for information; and that Council approve the Payment Handling Policy.

That Report FIN 2023 21 entitled "Property Tax Cancellation, Reduction and Refund Policy" be received for information; and that Council approve the Property Tax Cancellation, Reduction and Refund Policy.

That Report CAP 2023-5 entitled "Arterial Road Sequencing Plan" be received; That Council endorse the Arterial Road Sequencing Plan as detailed within this report; That staff be directed to include the Line 8 Stage 1 project in the 2024 budget that staff be directed to commence the EA for Line 8 immediately; and, That staff be given direction on timing for tendering of the Holland Street Transformation project through separate resolution.

That staff be directed to report to Council in Q4 of 2024 regarding the timing of the tendering of the construction of the Holland Street Transformation project.

That the Committee Minutes and Recommendation, items 17.1 and 17.2 inclusive, be received and approved.

That By-laws 2023-79 and 2023-80 be enacted.

That By-law 2023-81, a by-law to confirm proceedings of the Regular Council and Committee of the Whole meeting dated November 21, 2023 be enacted.
