That the Closed Session Agenda dated December 6, 2022 be adopted as printed.

That Council resolve itself into closed session under the provisions of the Municipal Act, 2001, Section 239 (2) in order to discuss: 1.Identifiable Individuals - Committee Appointments

That the Regular Council Agenda dated December 6, 2022 be adopted as revised.

That Council approve the 2023 Holland Marsh Drainage System Joint Municipal Service Board Business Plan and Budget as presented.

That the Minutes of the Regular Council meeting dated October 4, 2022 be adopted as printed.

That the Minutes of Special Meeting of Council dated November 17, 2022 be adopted as printed.

That Council appoint Gavin Maclean, Fahim Ahmed, Rick Turner, Stephanie Sinclair and Jonathan Volpe to the Committee of Adjustment; That Council appoint Ferguson Mobbs, Jen Turner, Licinio Miguelo, Diana Sheeler and Dillon McDowell to the BWG Public Library Board; and That Council appoint Dan Sopuch and Dave Munshaw to the Holland Marsh Drainage System Joint Municipal Service Board; and That the necessary by-laws by presented to Council for enactment.

That the following members of Council be appointed to serve on the local board committee or organization as noted: BWG Public Library Board - Cheraldean Duhaney, Joseph Giordano Holland Marsh Drainage System Joint Municipal Service Board - Ben Verkaik, Raj Sandhu Nottawasaga Valley Conservation Authority - Jonathan Scott Lake Simcoe Region Conservation Authority - Peter Ferragine South Simcoe Streams Network - Peter Dykie Museum on the Boyne - Cheraldean Duhaney Alternate Member to the County of Simcoe - Jonathan Scott (2022-2024), Ben Verkaik (2024-2026) Emergency Management Program Committee - Nickolas Harper Joint Interim Fire Governance Advisory Committee - James Leduc, Raj Sandhu, Jonathan Scott Bradford Helping Hand Food Bank - Jonathan Scott, Cheraldean Duhaney

That Report TR-2022-1, entitled “2022-2023 Winter Operations Plan” be received for information; and That the 2022-2023 Winter Operations Plan be accepted by Council as a working policy.

That Report DES 2022 66 be received; and That the necessary by-law be presented to Council for passing, granting exemption from the Part Lot Control provisions of the Planning Act for Sandstorm Developments Inc., Blocks 56 and 57 on Plan 51M-1212.

That Report DES 2022 68 be received; and, That Council deem the Draft Plan Approval of Plan of Subdivision D12-16-14 not to have lapsed in accordance with Section 51(33.1) of the Planning Act ; and, That Council grant a three (3) year extension to the Draft Plan Approval of Plan of Subdivision D12-16-14 such that that draft plan approval will lapse in the event that a final plan is not registered by December 3, 2025.

That report DES 2022 69 regarding “Building Permit Activity Report: July 1 –September 30, 2022" be received for information.

That Report CAO 2022 09 entitled "Bill 23 – More Homes Built Faster Act" be received for information; That the Minister of Municipal Affairs & Housing be advised that Council for the Town of Bradford West Gwillimbury expresses their concerns with the potential negative impacts that Bill 23 will have on the town’s physical development, financial viability and natural resource management efforts; That Council requests that Minister Clark suspend implementation of Bill 23 until these concerns are resolved; and, That a copy of this resolution and report be forwarded to Premier Ford, Minister Clark, Minister Mulroney, and the Association of Municipalities Ontario.

That staff be requested to provide information pertaining to the following: options to improve parking on Natale Court.

That Council resolve itself into Committee of the Whole to consider matters on the Committee of the Whole agenda dated December 6, 2022.

That the minutes of the September 20, 2022 Joint Interim Fire Governance Advisory Committee meeting be received.

That the minutes of the October 11, 2022 Joint Interim Fire Governance Advisory Committee meeting be received.

That By-laws 2022-101, 2022-102, and 2022-103 be enacted.

That By-law 2022-104, a by-law to confirm proceedings of the Council meeting dated December 6, 2022 be enacted.

That the meeting is hereby adjourned at 9:53 p.m.
